Makaroni po-flotski, "navy-style pasta", is said to have started in the galleys of the Russian navy, where pasta and minced meat kept well at sea. It became the quick family dinner of Soviet kitchens, and still is. Ours is penne tossed with sautéed ground beef and onions.
